EXCEPTIONAL MEASURES
BEFORE THE STATE OF ALARM

In pursuance of:
The Royal Decree 463/2020 of March 14, declaring the state of alarm, throughout the Spanish national territory.
The repeated instructions of the health authorities in order to restrain the COVID-19 virus.
The legislation on job safety analysis.
The recommendations of the Consejo General del Notariado (General Council of Notaries in Spain).

Given:
a) That the notary is a meeting place for people in closed spaces, not enabled for the current situation, and for the exchange of documents, with the obvious risk of infection that this entails.
b) That the mobility of people is restricted by Law to certain cases (article 7 of the Royal Decree establishing the state of alarm).

Article 7. Limitation of the freedom of movement of people.
1. During the validity of the state of alarm, people may only circulate along the roads for public use to do the following activities: (...)
g) Due to force majeure or need.
h) Any other activity of a similar nature that must be done individually, unless accompanied by people with disabilities or for other justified cause.

c) That the guiding principle of action must be, without a doubt, the safety and health of the users of the notary service, the notary workers, the notaries themselves and, indirectly, all those who come into contact with each other.
d) That crowds or simultaneous attendance of people must be avoided, as far as possible, which forces a strict system of ordered appointments.

The following measures are being adopted in this office in order to provide the notarial service:
1st.- This notary will be open from Monday to Friday, from 9.00 to 14.00. During this time, you may be attended by telephone, by email or by other remote means.
2nd.- All appointments given prior to Monday, March 16th, 2020 are cancelled. Those interested should contact the notary -if they have not contacted us previously-, to assess the situation and arrange a new appointment, if the pressing needs of the case require it.
3rd.- The notary's door will remain closed, and you will be able to access only by appointment, arranged from Monday, March 16, 2020, once the concurring circumstances have been assessed.
4th.- The access to the notary is limited to those who confer the documents and their companions –only in case it is required-.

We ask for the maximum understanding and, in attention to the serious situation that Spain is suffering, we request the thoroughly assessment of your request for notary services, if it deserves to put at risk the health of all of us.
